STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT establishing a committee to study issues and impediments to starting, running, and growing home and commercial day care facilities in New Hampshire.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

173:1  Statement of Intent.  The general court hereby establishes the following study committee with the intent of supporting families in New Hampshire by providing adequate day care across the state, removing structural impediments to opening, running, and growing day care businesses, and reversing the current trend of day care closures outnumbering openings.

173:2  Committee Established.  There is established a committee to study issues and impediments to starting, running, and growing home and commercial day care facilities in New Hampshire.

173:3  Membership and Compensation.

I.  The members of the committee shall be as follows:

(a)  Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  One member of the senate, appointed by the president of the senate.

II.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

173:4  Duties.  

I.  The committee shall:

(a)  Examine the adequacy of day care programs and facilities across the state;

(b)  Identify issues and impediments to starting, running, and growing both home and commercial day care facilities; and

(c)  Identify ways to reverse the current trend of day care closures outnumbering openings.

II.  In conducting its study, the committee shall solicit information from the state fire marshal's office, all municipalities with populations over 25,000, and at least 2 municipalities from each county.

173:5  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Three members of the committee shall constitute a quorum.

173:6  Report.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the sponsors of this act, the chairperson of the house executive departments and administration committee, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2019.

173:7  Effective Date.  This act shall take effect upon its passage.
