AN ACT establishing a commission to study career pathways from full-time service year programs to postsecondary education and employment opportunities in support of New Hampshire's future workforce needs.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT establishing a commission to study career pathways from full-time service year programs to postsecondary education and employment opportunities in support of New Hampshire's future workforce needs.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Subdivision; Commission to Study Career Pathways From Full-time Service Year Programs to Postsecondary Education and Employment Opportunities in Support of New Hampshire's Future Workforce Needs.  Amend RSA 187-A by inserting after section 43 the following new subdivision:

Commission to Study Career Pathways From Full-time Service Year Programs to Postsecondary Education and Employment Opportunities in Support of New Hampshire's Future Workforce Needs

187-A:44  Commission Established.  

I.  There is established a commission to study career pathways from full-time service year programs to postsecondary education and employment opportunities in support of New Hampshire's future workforce needs.  The members of the commission shall be as follows:

(a)  One member of the house of representatives, appointed by the speaker of the house of representatives.

(b)  One member of the senate, appointed by the president of the senate.

(c)  One member appointed by the governor.

(d) One member appointed by the chancellor of university system of New Hampshire.

(e)  One member appointed by the chancellor of the community college system of New Hampshire.

(f)  One member representing Volunteer NH, appointed by that organization.

(g)  One member representing Campus Compact for New Hampshire appointed by that organization.

(h)  One member representing the New Hampshire College and University Council, appointed by that organization.

(i) One member representing the New Hampshire Charitable Foundation, appointed by that organization.

(j)  One member representing the Business and Industry Association of New Hampshire, appointed by that organization.

II.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III.  The commission shall:

(a)  Research existing career pathway models between service year programs, higher education institutions, and employers, including hiring/admission policies, credit-for-service, scholarship-for-service, and residency requirements.

(b)  Make recommendations to support the expansion of career pathways from full-time service year programs to postsecondary education and employment in order to support New Hampshire's future workforce needs.

IV.  The commission may solicit advice and testimony from any individual or organization with information relevant to the commission's study, including but not limited to the following:

(a)  Stay Work Play.

(b)  Corporation for National & Community Service.

(c)  Service Year Alliance.

(d)  New Hampshire Center for Nonprofits.

(e)  New Hampshire service year programs.

(f)  New Hampshire employers who are members of Employers of National Service.

(g)  New Hampshire higher education institutions offering credit and/or scholarships for service year graduates.

V.  The members of the study commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Four members of the commission shall constitute a quorum.

VI.  The commission shall submit an interim report of its findings on or before November 1, 2019, and a final report including any recommendations for proposed legislation, to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2020.

2  Repeal.  RSA 187-A:44, relative to the commission to study career pathways from full-time service year programs to postsecondary education and employment opportunities in support of New Hampshire's future workforce needs, is repealed.

3  Effective Date.  

I.  Section 2 of this act shall take effect November 1, 2020.

II.  The remainder of this act shall take effect upon its passage.
