STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT relative to funding for the CART program.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; CART Provider and Sign Language Interpreter Net Tuition Repayment Program; Fund Reestablished.  Amend RSA 200-M by inserting after section 4 the following new section:

200-M:4-a  CART Provider and Sign Language Interpreter Net Tuition Repayment Fund.  There is hereby established a fund to be known as the CART provider and sign language interpreter net tuition repayment fund.  The fund shall include any sums appropriated for such purpose.  In addition, the department of education, division of higher education may accept public sector and private sector grants, gifts, or donations of any kind for the purpose of funding the provisions of this chapter.  The moneys in this fund shall be nonlapsing and shall be continually appropriated to the department of education.  The fund may be expended by the department of education to accomplish the purposes of this chapter.  

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill reestablishes the CART (Computer Aided, Realtime Translation of spoken English) provider and sign language interpreter net tuition repayment fund (CART Fund).  This bill may have an indeterminable impact on state revenue to the extent the CART Fund receives grants, gifts, donations, or other funding, in FY 2020 and beyond.  However, this bill provides no funding for this program.

 

The Department of Education reports as American Sign Language Interpreter students  graduating from college and begin relevant work in New Hampshire, they would be eligible to apply for repayment from the CART Fund.  According to law, the tuition repayment amount cannot exceed the in-state tuition cost for 4 years of attendance at the University of New Hampshire and the repayment schedule will occur over a five-year period as follows: 10 percent for years one and two; 20 percent for year three; and 30 percent for years four and five.  The Department assumes the following in estimating tuition repayment: the CART Fund will receive some type of funding, 7 students will access this fund annually based on historical graduation data from the last seven years, a student's yearly tuition eligible for reimbursement will be $18,520 (four year cost of $74,080), and tuition reimbursement will not be retroactive.  Based on these assumptions, the tuition repayment will be as follows:

To implement this bill, the Department estimates hiring a part-time employee to perform the following tasks: develop, approve, and administer the repayment program; transmit information and documentation demonstrating completion of the work requirement towards yearly repayment; and collect program data to evaluate the program and report results.  This part-time employee is estimated to result in an ongoing costs of $20,000 in salary and $1,000 in additional costs.  Additionally, the Department estimates $500 in materials to start the program.
