STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Appropriation. The sum of $5,000,000 for the biennium ending June 30, 2021 is hereby appropriated to the department of health and human services for the purposes of upgrading existing substance use disorder treatment and recovery housing facilities and creating new substance use disorder treatment and recovery housing facilities. Funds appropriated under this section shall be used for upgrading or renovating existing facilities to ensure compliance with fire code and safety standards; expanding existing facilities to increase service capacity; and developing new substance use disorder treatment and recovery housing facilities. Facilities receiving funds under this section shall be in compliance with any state rules associated with the operation of such programs. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated. Funds appropriated in this section shall be nonlapsing.
2 Effective Date. This act shall take effect July 1, 2019.

METHODOLOGY:
This bill makes a general fund appropriation of $5 million to the Department of Health and Human Services for the FY 2020/21 biennium, for the purposes of upgrading and renovating existing substance use disorder treatment and recovery facilities. The Department anticipates distributing the funds equally between the two fiscal years, and does not expect to receive matching funds from any other source.
