STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT relative to statewide deployment of a real-time threat notification system for schools.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subdivision; Statewide Threat Notification System for Schools. Amend RSA 21-P by inserting after section 52 the following new subdivision:
Statewide Threat Notification System for Schools
21-P:52-a Statewide Threat Notification System for Schools.
I. The department of safety shall deploy a statewide, real-time threat notification system for schools, the purpose of which shall be to link school personnel directly to law enforcement in the event of a direct threat against the school community.
II. The department of safety shall solicit bids and select a vendor to implement the threat notification system based on the following criteria:
(a) The system can be activated by authorized school staff personnel using classroom desktop computers, laptop computers, mobile phones, and fobs.
(b) Upon activation, the system determines the location of the nearest law enforcement officers, regardless of jurisdiction, and directly notifies them of the activation.
(c) The system also notifies the following state and local agencies of the activation:
(1) The bureau of emergency communications, or state 911 center.
(2) New Hampshire state police.
(3) The New Hampshire information and analysis center.
(4) The department of safety, division of homeland security and emergency management.
(5) The appropriate local and/or regional dispatch center for the school.
(d) The system provides electronic school floor plans and related documents to responding officers.
(e) The system provides a communication method for responding officers to communicate with school personnel.
III. The threat notification system for schools shall be a state-funded program, available to all school districts and law enforcement agencies in the state. However, participation in the program by local school districts and local law enforcement agencies shall be voluntary.
IV. The commissioner of the department of safety shall adopt rules, under RSA 541-A, relative to implementation and operation of the real-time threat notification system for schools.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires the Department of Safety to establish a statewide, real-time threat notification system for the purpose of allowing school personnel to notify law enforcement officials directly in the event of a direct threat against a school community. The Department reports currently utilizing software that achieves some of the notification requirements of this bill. This Department software currently provides the ability for State Police Troopers to obtain notification of an active shooter event at a school and cost $24,675 in FY 19. In estimating the cost of this bill, the Department assumes the following: nearly all 650 schools would participate in this state-funded, but voluntary, notification system at a cost of $3,000 per each school added; it would cost $35,000 to incorporate State Police into this system; a part time position would be needed to manage inquires and complaints and assist in the coordination of this system; and training would initially cost $20,000 in FY 2020 and refresher training would be $5,000 each year thereafter. The total estimated cost for this system is depicted in the table below:
