AN ACT relative to certain unclassified positions within the department of health and human services.

This bill changes the name of certain unclassified positions in the department of health and human services.  The bill also repeals the nomination process for division directors in the department.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT relative to certain unclassified positions within the department of health and human services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

185:1  Department of Health and Human Services; Salaries of Certain Unclassified Positions.  Amend the following positions in RSA 94:1-a, I(b) to read as follows:

I.  In salary grade AA:

AA Department of health and human services [executive assistant] senior IT asset

management specialist

II.  In salary grade DD:

DD Department of health and human services [senior health policy analyst]

financial data administrator

DD Department of health and human services [quality assurance and improvement

integration specialist] administrator,

family strengthening and child

well-being initiatives

DD Department of health and human services [Medicaid] general counsel

III.  In salary grade EE:

EE Department of health and human services [administrator of finance] internal

auditor

EE Department of health and human services New Hampshire hospital [chief of safety and security] director ofcompliance

IV.  In salary grade FF:

FF Department of health and human services [grants administrator] director

contracts unit

FF Department of health and human services [community social supports liaison]

senior general counsel

FF Department of health and human services [director of contracts] senior general

counsel specialist

FF Department of health and human services [managing analyst] deputy director,

information services

V.  In salary grade OO:

[OO Department of health and human services senior physician/psychiatrist II]

185:2  Repeal.  RSA 126-A:9, I(b), relative to the nomination process for division directors within the department of health and human services, is repealed.

185:3  Health and Human Services Review; Certain Unclassified Employees.  Amend RSA 94:1-f, V and VI to read as follows:

V.  All titles listed in RSA 94:1-a shall be subject to the requirements of this section, with the exception of the following positions: commissioner, deputy commissioner, associate commissioners, and chief [operating] executive officer for New Hampshire hospital. The joint committee may decline to review or exclude any other title from review as it deems necessary.

VI.  All reviews and recommendations shall be completed no later than [2] 4 years from the effective date of this section. The commissioner of the department of health and human services shall issue a progress report every 6 months from the effective date of this section to the fiscal committee of the general court until the process is completed.

185:4  Effective Date.  This act shall take effect upon its passage.
