STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT relative to mental health services for schools and making an appropriation therefor.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; School Districts; Mental Health Services. Amend RSA 189 by inserting after section 11-d the following new section:
189:11-e Mental Health Services. School districts in Rockingham county may contract with the Center for Life Management for a pilot demonstration of its School Crisis Response and Prevention Program to provide mental health services.
2 Appropriation; Department of Education. The sum of $200,000 for the fiscal year ending June 30, 2020, and the sum of $200,000 for the fiscal year ending June 30, 2021 are hereby appropriated to the department of education for the purposes of this act. These appropriations are in addition to any other funds appropriated to the department of education. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect July 1, 2019.

METHODOLOGY:
This bill authorizes school districts in Rockingham County to contract with the Center for Life Management for a pilot demonstration of its School Crisis Response and Prevention Program to provide mental health services, and provides a $200,000 general fund appropriation to the Department of Education in each FY 2020 and FY 2021 for this purpose. The Department estimates it would allocate the $200,000 in general funds to all school districts in Rockingham County on a per-student basis. The funds would be distributed using the Department's current grants management system.
