METHODOLOGY:

This bill makes a general fund appropriation of $3,000,000 to the Department of Health and Human Services in FY 2019 for the purpose of enhancing provider rates for mental health and substance misuse services.  The general funds will be eligible for matching federal funds, but since the appropriation will fund services for individuals in both the traditional Medicaid population (50% federal funds) and the Granite Advantage Health Care population (93% federal funds), the Office of the Legislative Budget Assistance is currently unable to determine the amount of federal dollars that will be received.
