STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Nineteen

 

AN ACT making appropriations to the department of health and human services for homeless services expansion.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Appropriation; Department of Health and Human Services; Homeless Services.  

I.  The sum of $5,188,000 for the biennium ending June 30, 2021, is hereby appropriated to the department of health and human services for the purpose of expanding homeless services in the state.  Of the amount appropriated:

(a)  $2,000,000 shall be available for the purpose of providing eviction prevention assistance.

(b)  $2,000,000 shall be available for the purpose of providing homeless shelter management.

(c)  $1,000,000 shall be available  for the purpose of providing rapid-rehousing for youth between 18 and 24 years of age and Temporary Assistance to Needy Families (TANF) eligible families.

(d)  $188,000 shall be available for the purpose of funding a business systems analyst position in the department of health and human services, division of economic and housing stability, bureau of housing supports.

II.  The appropriation made in this section shall be in addition to any other funds appropriated to the department.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

2  Effective Date.  This act shall take effect July 1, 2019.

METHODOLOGY:

This bill appropriates $5,188,000 in general funds to the Department of Health and Human Services for the biennium ending June 20, 2021 to expand homeless services.  The bill specifies the appropriated amount will consist of the following:

 

  • $2,000,000 for eviction prevention assistance,
  • $2,000,000 for homeless shelter management,
  • $1,000,000 for rapid-rehousing for youth ages 18 to 24 years old and Temporary Assistance to Needy Families eligible families, and
  • $188,000 for a Business Systems Analyst position.

 

The Department states it will expend half of the appropriation in FY 2020 and half the appropriation in FY 2021 ($2,594,000 each year).  Although the appropriation for a business systems analyst consists entirely of general funds, the Department anticipates that $139,000 of the $188,000 cost will be paid for with available federal funds, while the remaining $49,000 will be paid for with general funds.
