STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT requiring programs for female parolees.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Paragraph; Department of Corrections; Administrator of Women Offenders and Family Services.  Amend RSA 21-H:14-b, III by inserting after paragraph (b) the following new paragraph:

(c)  In consultation with the commissioner of the department of corrections, develop and implement rehabilitation, training, counseling, and education programs for women offenders who are on parole.  Such programs may include education leading to a degree, diploma, or certificate, substance misuse counseling, resume writing and interview skills, and community housing programs available to women parolees.

2  New Paragraph; Department of Corrections; Powers and Duties of Commissioner.  Amend RSA 21-H:8 by inserting after paragraph VIII the following new paragraph:

VIII-a.  In consultation with the administrator of women offenders and family services, the commissioner shall develop and implement rehabilitation, training, counseling, and education programs for women offenders who are on parole.  Such programs may include education leading to a degree, diploma, or certificate, substance misuse counseling, resume writing and interview skills, and community housing programs available to women parolees.

3  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires the administrator of women offenders and family services to develop and implement rehabilitation, training, counseling and education programs for women offenders who are on parole.  Assuming the bill takes effect July 1, 2020, the Department of Corrections indicates the additional responsibilities will require the Department to add a Program Assistant I at each of the 11 district offices and an Administrator II position to oversee the additional staff.
