1 Committee Established. There is established a committee to study ensuring workforce maintenance through enhancement of the New Hampshire retirement system.

I.(a) The members of the committee shall be as follows:

(1) Three members of the house of representatives, two of whom shall be from the executive departments and administration committee and one of whom shall be from the finance committee, appointed by the speaker of the house of representatives.

(2) Two members of the senate, appointed by the president of the senate.

(b) The executive director of the New Hampshire retirement system, or designee, shall serve as a non-voting, ex-officio member of the committee.

II. Legislative members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

III. The committee shall:

(a) Study the history of benefits of the New Hampshire retirement system.

(b) Study the current limitation on base pension amounts and its effect on workforce recruitment and retention for public employers.

(c) Design a sustainable and attractive limitation on base pension amounts.

(d) Study the issue of equity in contribution rates between employers and employees.

(e) Study other matters deemed necessary by the commission.

(f) Seek technical assistance as necessary from the New Hampshire retirement system and from other independent financial, investment, actuarial, and retirement experts. The committee may employ support staff for the purposes of its duties.

(g) Seek workforce recruitment and retention input as necessary from administration groups represented in the New Hampshire retirement system, the New Hampshire Association of Chiefs of Police, the New Hampshire School Administrators Association, the New Hampshire Association of Fire Chiefs, the department of safety, and the department of corrections; and from employee groups as represented by the New Hampshire Police Association, the New Hampshire Troopers Association, the Professional Fire Fighters of New Hampshire, the New Hampshire State Employees Association, NEA-NH, Teamsters Local 633, and AFSCME Council 93.

IV. The first-named house member appointed by the speaker of the house of representatives shall serve as chairperson. The first meeting of the committee shall be called by the chairperson. The first meeting of the committee shall be held within 45 days of the effective date of this section.

V. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2020.

2 Appropriation; Donations; Committee to Study Ensuring Workforce Maintenance Through Enhancement of the New Hampshire Retirement System.

I. There is hereby appropriated the sum of $100,000 for the fiscal year ending June 30, 2021 which may be expended for the purposes of this act by the committee established in section 1 of this act. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

II. The committee is authorized to accept and expend private sector grants, gifts, or donations of any kind for the purpose of the duties required in this act. Any moneys collected shall be continually appropriated to the committee for the purposes of this act.

3 Effective Date. This act shall take effect upon its passage.
