STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty
AN ACT relative to fees for park use.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Fees for Park System. Amend RSA 216-A:3-g by inserting after paragraph VIII the following new paragraph:
IX. On the day of checkout, after vacating the campsite, a camper may use the day-use facilities, including lake and beach access and parking, at the same park at no charge and with no day access fees until the park closes, without requiring the camper to physically vacate the park grounds.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill would allow for campers who checkout and vacate their state park campsite to continue using the day-use facilities, including lake and beach access, at no charge, until the park closes, and without having to physically vacate the park grounds. Currently, campers have access to day-use facilities for their entire stay from check-in at 11:00 a.m. to checkout at 1:00 p.m. The Department of Natural and Cultural Resources, Division of Parks and Recreation does not know how many campers would remain in the park to continue to use day-use facilities after checkout. The Department states the potential maximum revenue loss, using FY 19 campground data, assumes 100% of adult and youth campers would choose to continue to use the park facility after checkout at 1:00 p.m. Based on the average day-use fee of $4.50 per adult and $2 per youth (age 6-11; children under age 6 are admitted for free) the park system would lose approximately $570,000 in revenue per year, as calculated below:
