1 State Board of Education; Powers. Amend RSA 186:5 to read as follows:
186:5 Powers. The state board shall have the same powers of management, supervision, and direction over all public schools in this state as the directors of a business corporation have over its business, except as otherwise limited by law. It may make all rules and regulations necessary for the management of its own business and for the conduct of its officers, employees, and agents, and to secure the efficient administration of the public schools and the administration of the work of Americanization, in teaching English to non-English-speaking adults and in furnishing instruction in the privileges, duties, and responsibilities of citizenship, which is hereby declared to be an essential part of public school education. It shall be the duty of school boards and employees of school districts to comply with the rules and regulations of the state board.
2 Education; Compliance with Federal Provisions. Amend RSA 186:6 to read as follows:
186:6 Compliance With Federal Provisions. The state board may also make the regulations necessary to enable the state to comply with the provisions of any law of the United States intended to promote vocational or other education, to abolish illiteracy and Americanize immigrants, to equalize educational opportunities, to promote physical health and recreation, and to provide an adequate supply of trained teachers.
3 Money Appropriated by Legislature for General Educational Purposes; How Used. Amend RSA 186:13, I and II to read as follows:
I. Illiteracy. For the abolition of illiteracy and for the instruction of illiterates over 14 years of age in common school branches and in the privileges, duties, and responsibilities of citizenship.
II. Americanization. For the Americanization of immigrants, for the teaching of those 14 years of age and over to speak and read English and to appreciate and respect Instruction of the civic and social institutions of the United States, and for instruction in the duties of citizenship.
4 Effective Date. This act shall take effect 60 days after its passage.

I. Regularly review all programs and activities of the department of education and make recommendations to the commissioner of education with regard to such programs and activities.
II. Advise the commissioner of education relative to department goals, information gathering, and any other aspect of elementary and secondary education within the state of New Hampshire.
III. Hear appeals and issue decisions, which shall be considered final decisions of the department of education for purposes of RSA 541, of any dispute between individuals and school systems or the department of education, except those disputes governed by the provisions of RSA 21-N:4, III.
IV. Appoint members of the professional standards board and other advisory bodies as provided by law.
V. Adopt rules as provided in RSA 21-N:9. It shall be the duty of school boards and governing boards of chartered public schools to comply with the rules and regulations of the state board.
