STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT requiring the commissioner of the department of health and human services to study the conversion of the Medicaid program to block grant funding and making an appropriation therefor.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Commissioner of the Department of Health and Human Services; Medicaid Block Grant Study Required.  The commissioner of the department of health and human services shall study whether converting the program established pursuant to RSA 126-A:5, XIX could be funded at lower cost to New Hampshire taxpayers via a section 1115 waiver converting the program to a block grant, which may be indexed for population growth, inflation and other costs, while maintaining all services currently provided to the citizens of New Hampshire and shall report the findings and recommendations for legislation to allow implementation to the fiscal committee of the general court, the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2020.

2  Appropriation; Study of Block Grant Funding of Medicaid.  There is hereby appropriated to the department of health and human services the sum of $100,000 for the biennium ending June 30, 2021, to study block grant funding of Medicaid via a section 1115 waiver pursuant to section one of this act.  The governor is authorized to draw a warrant for such sum from any money in the treasury not otherwise appropriated.

3  Effective Date.  This act shall take effect upon its passage.
