STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT establishing a committee to study the salaries of classified and unclassified state employees, directing the department of administrative services to issue a request for proposals to conduct the study, and making an appropriation therefor.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Committee Established.

I.  There is established a committee to study the salaries of classified and unclassified state employees.

II.  The members of the committee shall be as follows:

(a)  Three members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  Three members of the senate, appointed by the president of the senate.

III.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

IV.  The committee shall study the salaries of classified state employees set forth in RSA 99:1-a and unclassified state employees set forth in RSA 94:1-a, I, including the competitiveness of such salaries as compared to other markets.  The committee shall review responses to a request for proposals issued by the department of administrative services for review of current state employee salaries.  The committee, in consultation with the commissioner of administrative services, shall select a consultant to conduct such review based on the proposals submitted.  The report issued as a result of this review shall include an assessment of the competitiveness of state employee salaries as compared to other markets.

V.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Three members of the committee shall constitute a quorum.

VI.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2020.

2  Department of Administrative Services; Request for Proposals for Salary Study.  The department of administrative services shall publish a request for proposals (RFP) for a professional consultant qualified to conduct a review of the salaries of classified and unclassified state employees as provided in section 1 of this act.  The commissioner of administrative services or designee shall serve as the primary contact for any consultant hired pursuant to this provision.

3  Appropriation; Department of Administrative Services.  The sum of $1 for the biennium ending June 30, 2021 is hereby appropriated to the department of administrative services for the purpose of contracting with a professional consultant qualified to conduct a review of the salaries of classified and unclassified state employees in accordance with sections 1 and 2 of this act.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

4  Effective Date.

I.  Section 3 of this act shall take effect July 1, 2020.

II.  The remainder of this act shall take effect upon its passage.
