AN ACT establishing a commission to review and propose initiatives to implement the recommendations of the 2020 forest resources plan.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT establishing a commission to review and propose initiatives to implement the recommendations of the 2020 forest resources plan.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Commission to Study the Forest Industry.  Amend RSA 227-G by inserting after section 6 the following new section:

227-G:6-a  Commission to Study the Forest Industry.  There is established a commission to review and propose initiatives to implement the recommendations of the 2020 forest resources plan developed pursuant to RSA 227-I:6-7.

II.  The members of the commission shall be as follows:

(a)  Two members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  Two members of the senate, appointed by the president of the senate.

(c)  One member of the forest society, appointed by that society.

(d)  One representative of large woodlands owners, appointed by the New Hampshire Timber Owners Association.

(e)  The director of the division of forest and lands, department of natural and cultural resources, or designee.

(f)  The commissioner of the department of business and economic affairs, or designee.

(g)  A representative from the Northern Forest Center, appointed by that organization.

(h)  A consulting forester, appointed by the New Hampshire Society of American Forests.

(i)  A representative from the Society for the Protection of New Hampshire Forests, appointed by that organization.

(j)  A representative of the wood energy industry, appointed by the governor.

(k)  A representative of the electricity, heat, and transportation fuels industry, appointed by the governor.

(l)  A representative of a forest conservation, appointed by the governor.

III.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

IV.  The commission shall review the forest resources plan and develop recommendations for implementation of its findings including addressing:

(a)  The future of forest resources in the short and long term.

(b)  The management of forest resources for public benefits such as recreation, clean air and water, wildlife habitat, and climate change.

(c)  The future development of the forest products industry to optimize technological and market advancements and employment opportunities.

(d)  The opportunities for northeast regional cooperation.

V.  The members of the study commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Seven members of the committee shall constitute a quorum.

VI.  The committee shall make an interim report on November 1, 2020 and a final report on November 1, 2021 of its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library.

2  Repeal.  RSA 227-G:6-a, relative to the commission to review and implement recommendations of the 2020 forest resources plan, is repealed.

3  Effective Date.  

I.   Section 2 of this act shall take effect November 1, 2021.

II.  The remainder of this act shall take effect upon its passage.
