AN ACT establishing a commission to study the creation of online voter registration for the 2022 state elections.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT establishing a commission to study the creation of online voter registration for the 2022 state elections.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Subdivision; Commission to Study the Creation of Online Voter Registration for the 2022 State Election.  Amend RSA 654 by inserting after section 46 the following new subdivision:

Online Voter Registration for the 2022 State Election

654:47  Commission to Study the Creation of Online Voter Registration for the 2022 State Election.  

I.  There is established a commission to study the creation of online voter registration for the 2022 state elections.

II.  The members of the commission shall be as follows:

(a)  Two members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  Two members of the house of representatives, appointed by the leader of the largest minority party in the house of representatives.

(c)  One member of the senate, appointed by the president of the senate.

(d)  One member of the senate, appointed by the leader of the largest minority party in the senate.

(e)  Two town or city clerks, appointed by the New Hampshire City and Town Clerks' Association.

(f)  Two supervisors of the checklist, appointed by the secretary of state.

(g)  The secretary of state, or designee.

III.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

IV.  The committee shall identify:

(a)  Media with which to accept online voter registration, such as mobile apps, web sites, and social media platforms.

(b)  Costs associated with implementation of online voter registration.

(c)  Measures to ensure the security of the online voter registration system.

(d)  Processes that enhance the accuracy of information and reduce time for supervisors of the checklist and city and town clerks.

V.  The members of the commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named house member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Four members of the commission shall constitute a quorum.

VI.  The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2020.

2  Repeal.  RSA 654:47, relative to the commission to study the creation of online voter registration for the 2022 state elections, is repealed.

3  Effective Date.  

I.  Section 2 of this act shall take effect November 1, 2020.

II.  The remainder of this act shall take effect upon its passage.
