STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty
AN ACT relative to the identification of law enforcement vehicles.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Emergency Vehicles; Markings. Amend RSA 266 by inserting after section 73 the following new section:
266:73-a Emergency Vehicles; Markings.
I. Emergency vehicles used by law enforcement shall:
(a) Have distinctive, contrasting markings and identification on both sides of such vehicles rendering such vehicles clearly distinguishable from non-emergency vehicles; and
(b) Have a license plate that indicates the vehicle is in use as a law enforcement vehicle.
II. An emergency vehicle used by law enforcement in an undercover operation is exempt from paragraph I and shall be prohibited from enforcing motor vehicle laws except in the case of an emergency.
2 Effective Date. This act shall take effect 60 days after its passage

METHODOLOGY:
This bill requires certain law enforcement vehicles have distinctive identifiable markings and license plates. The Department of Safety has 91 “unmarked” vehicles and estimates the cost to paint and decal them would be an estimated $2,131 per vehicle, for a total cost of $193,921 (91 vehicles X $2,131). The Fish and Game Department indicated it currently has no “unmarked” vehicles.
In addition to state agencies, this bill would apply to county and local law enforcement agencies, however information relative to “unmarked” vehicles across the state is unknown, therefore this bill’s impact on county and local expenditures cannot be estimated.
