STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty
AN ACT relative to meals on wheels.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Transfers of Appropriations for Meals on Wheels. For the biennium ending June 30, 2021, appropriations to the department of health and human services in expenditure class numbers 541 and 544 within accounting unit 05-95-48-481010-7872, and expenditure class 544 within accounting unit 05-95-48-481010-9255 shall not lapse until June 30, 2021, and may be transferred between such accounts and classes without the prior approval of the fiscal committee of the general court.
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill makes funds budgeted for the meals on wheels program nonlapsing until the end of the FY 2020/21 biennium. In addition, the bill allows the Department of Health and Human Services to transfer funds between the three accounts and class lines that collectively comprise funding for the program. By allowing the Department to carry forward general funds unspent in FY 2020 (estimated by the Department at up to $600,000), the bill will allow the Department to spend these funds in FY 2021, potentially increasing expenditures in that year.
