METHODOLOGY:

This bill increases the number of dogs and cats that may be transferred in order to qualify as a pet vendor.  The Department of Agriculture, Markets and Food estimates there will be 360 annual licenses issued at full implementation of the current statute.  An increase in the number of animals transferred before a license is required will reduce the number of licensees.  The Department estimates the bill would result in 60 fewer annual licenses.  As a result, annual license revenue to the general fund would decrease by $12,000 ($200 x 60 licenses). The Department states any staff time saved will be redirected to other responsibilities that are currently not adequately addressed.

It is assumed the fiscal impact of the bill would not occur until FY 2021.
