1 Local Land Use; Building Codes; Enforcement Authority; Certificates of Occupancy. Amend RSA 674:51, IV to read as follows:

IV. The regulations adopted pursuant to paragraph I may include a requirement for a certificate of occupancy to be issued prior to the use or occupancy of any building or structure that is erected or remodeled, or undergoes a change or expansion of use, subsequent to the effective date of such requirement. Compliance with additional state or local building code requirements shall not be required for the issuance of a certificate of occupancy unless the occupancy classification has changed or unless the property is undergoing a substantial renovation. For purposes of this paragraph, "substantial renovation" means any improvement to a building or single family dwelling which is valued at an amount greater than 1/2 of the assessed valuation of the building or dwelling.

2 Effective Date. This act shall take effect 60 days after its passage.
