AMENDED ANALYSIS

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Division of Ports and Harbors; Harbor Dredging and Pier Maintenance Fund. Amend RSA 12-G:46 by inserting after paragraph III the following new paragraph:
IV. Gifts, grants, development fees, and donations from federal, private, and other sources may be credited to the fund.
2 Appropriations; Dredging of Rye Harbor and Seabrook/Hampton Harbor.
I. The sum of $243,750 for the fiscal year ending June 30, 2020 is hereby appropriated to the harbor dredging and pier maintenance fund established in RSA 12-G:46 for the dredging of the Seabrook/Hampton harbor. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
II. The sum of $637,500 for the fiscal year ending June 30, 2021 is hereby appropriated to the harbor dredging and pier maintenance fund established in RSA 12-G:46 for the dredging of the Rye harbor. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
I. Section 2 of this act shall take effect July 1, 2019.
II. The remainder of this act shall take effect upon its passage.

METHODOLOGY:
This bill makes general fund appropriations of $243,750 in FY 2020 and $637,500 in FY 2021 to the harbor dredging and pier maintenance fund for the purpose of dredging the Seabrook/Hampton harbor and the Rye harbor. As amended, the bill also provides that gifts, grants, development fees, and donations from federal, private and other sources may be credited to the fund.
The Department of Environmental Services indicates the bill, as amended would no longer impact the Department's expenditures or revenue since the harbor dredging and pier maintenance fund is administered by the Pease Development Authority, Division of Ports and Harbors. There would be no county or local impact as the counties and municipals typically do not pay for dredging projects.
