STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Nineteen
AN ACT creating a fund for dredging the seacoast.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Application of Receipts; Seacoast Dredging Fund. Amend RSA 6:12, I(b) by inserting after subparagraph (343) the following new subparagraph:
(344) Moneys deposited in the seacoast dredging fund established in RSA 21-O:25.
2 New Subdivision; Seacoast Dredging Fund. Amend RSA 21-O by inserting after section 24 the following new subdivision:
Seacoast Dredging Fund
21-O:25 Seacoast Dredging Fund. There is hereby established within the office of the state treasurer the seacoast dredging fund. This fund shall be administered by the department of environmental services and shall be nonlapsing and continually appropriated to the department of environmental services. Grants and donations from federal and private sources may be deposited in this fund. This fund shall be used to pay for the costs of dredging projects on the seacoast.
3 Appropriation. The sum of $1,000 for the fiscal year ending June 30, 2020 is hereby appropriated to the department of environmental services for deposit in the seacoast dredging fund. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
4 Effective Date. This act shall take effect July 1, 2019.

METHODOLOGY:
This bill establishes a fund for dredging the seacoast and makes a general fund appropriation of $1,000 to the Department of Environmental Services for deposit in the fund.
The Department of Environmental Services indicates this bill would increase state revenue and expenditures by an indeterminable amount. The Department is not able to determine the mount of revenue that may be deposited in the fund from grants or donations from federal and/or private sources. The Department assumes there would be no county or local impact as the counties and municipals typically do not pay for dredging projects.
