(c) Minimize negative impacts to the economy, the environment, and the natural beauty of our state, and the climate.

2 State Energy Strategy. Amend RSA 4-E:1, I(e) to read as follows:

(e) The role of energy efficiency, demand response, and other demand-side resources in meeting the state's energy needs, while minimizing the production of greenhouse gases.

3 New Paragraph; State Energy Policy. Amend RSA 4-E:1 by inserting after paragraph III the following new paragraph:

IV. The strategy shall include throughout a full assessment of the impact of energy use on the threat of climate change, as well as measures and policies to mitigate that threat. In this section, "energy use" shall include any use of energy including heating and cooling of buildings and transportation.

4 Effective Date. This act shall take effect 60 days after its passage..
