METHODOLOGY:
This bill amends the state energy strategy in RSA 4-E to include a reference to minimizing the production of greenhouse gases and adds the requirement for a full assessment of the impact of energy use, including heating and cooling of buildings and transportation, on the threat of climate change and measures and policies to mitigate such threat.
The Office of Strategic Initiatives (OSI) indicates this change to the existing obligations of the Office during their revisions of the energy strategy requires OSI to: include the effects of climate change upon the state; discuss reducing greenhouse gases when considering the energy portfolio; assess the impact of energy use and now include building heating and cooling and how it relates to climate change; and discuss climate change mitigation measures and policies. OSI states it must evaluate options for how to best complete the next iteration of the state energy strategy. This may require OSI to seek outside technical assistance which could require contracting for such services. This cost is indeterminable.
