SB 300-FN- FISCAL NOTE

AS AMENDED BY THE SENATE (AMENDMENT #2019-1010s)

AN ACT eliminating certain ramp tolls on the Everett turnpike in the town of Merrimack.

FISCAL IMPACT:      [    ] State              [    ] County               [    ] Local              [ X ] None

METHODOLOGY:

This bill, as amended, eliminates the northbound and southbound ramp tolls for Exit 11 on the Everett Turnpike in the Town of Merrimack after the following requirements are satisfied:

  • The aggregate principal and interest on bonds issued to finance the dedicated improvements on the Merrimack interchanges are paid; and
  • The commissioner of the Department of Transportation certifies the turnpike toll revenues in the most recently completed fiscal year have increased over the previous fiscal year by an amount that at least equals the current year exit 11 toll revenues plus the projected cost to remove the exit 11 toll ramps.

The Department of Transportation estimates this bill will have no fiscal impact from FY 2020 and each year thereafter until FY 2025 when all operational expenditures and toll revenues pertaining to this toll plaza will cease.  For FY 2025, the Department estimates the net loss in revenue to be $840,000 without removing the toll plaza and $1.4 million if the cost of $500,000 is expended to remove the toll plaza.
