AN ACT authorizing the issuance of breast cancer awareness license plates.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT authorizing the issuance of breast cancer awareness license plates.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Motor Vehicles; Certificates of Title and Registration of Vehicles; Number Plates.  Amend RSA 261 by inserting after section 94 the following new section:

261:94-a  Breast Cancer Awareness Plates.  

I.  The director is hereby authorized to issue special breast cancer awareness plates, in lieu of other number plates.  The plates shall be designed by the director with the approval of the commissioner.  The plates shall retain the "live free or die" logo.  Such plates shall be issued only upon application and upon payment of a $30 fee that shall be in addition to the regular motor vehicle registration fee and any other number plate fees otherwise required.

II.  The commissioner is also authorized to issue vanity breast cancer awareness number plates.  The fee for any such vanity number plate shall be the fee as provided for vanity plates which are otherwise established by law.  The vanity plate portion of the fee shall be distributed as provided in RSA 261:89 and RSA 263:52.

III.  Plates shall be renewed on an annual basis for $30 per set.  The cost of replacement number plates shall be identical to the cost of initial number plates.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill authorizes the issuance of a breast cancer awareness license plate for an additional fee of $30 per registration.  The Department of Safety estimates the necessary system changes needed would cost a total of $320,000 (1,600 total hours of effort at a rate of $200/hour), plus an additional $1,000 for a roll of new sheeting for the manufacturing of the plates.  There may also be costs to municipalities to reprogram, test, and certify their software to reflect this bill.  All of the implementation costs are assumed to be incurred in FY 2021.  The Department is unable to estimate the number of breast cancer awareness plates that may be requested and therefore is unable to provide an estimate to this bill’s impact on state revenue.  Also, pursuant to RSA 235:23 (“Apportionment A”), 12 percent of motor vehicle fees collected are distributed to municipalities.  Therefore, in FY 2022 and each year thereafter, this bill will also increase state expenditures and local revenue by an indeterminable amount depending on the number of breast cancer plates issued.
