ANALYSIS

 

This bill requires the department of transportation to use processed glass aggregate (PGA) as a component of aggregate base materials on state roads and highways.  This bill also requires the department to promote the development of supplies of PGA and to issue standards for recycled plastics acceptable for its projects.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT relative to materials used in the construction or repair of state roads.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Materials Used in Construction and Maintenance of State Roads.  Amend RSA 21-L by inserting after section 12-d the following new section:

21-L:12-e  Utilization of Processed Glass Aggregate.  

I.  By July 1, 2021, and until June 30, 2023, the department shall establish a pilot program to use processed glass aggregate (PGA), to the extent it is available, as a component of aggregate base materials on state roads and highways.  The department shall develop a supply chain of PGA and shall work with paving contractors to determine the best use of the materials.  Such use shall be in accordance with the requirements of American Association of State Highway and Transportation Officials (AASHTO) M318, and as deemed feasible by the department.

II.  By July 1, 2023, the department shall use processed glass aggregate (PGA) as a component of aggregate base materials on state roads and highway.  Such use shall be in accordance with the requirements of American Association of State Highway and Transportation Officials (AASHTO) M318, and as deemed feasible by the department.  The department shall promote the development of supplies of PGA through coordination with waste management and recycling companies and with paving contractors.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill requires the Department of Transportation establish a pilot program to use processed glass aggregate (PGA), to the extent available, as a component of the aggregate base materials on state roads and highways and develop a supply chain of PGA and work with paving contractors to determine the best use of the materials.  The Department states its current practice achieves some of this bill’s requirements, however the requirement of developing a supply chain would result in an increase to state expenditures.  The Department is unable to estimate those costs at this time.
