METHODOLOGY:

In addition to establishing a legislative study committee, this bill requires the Department of Transportation establish a pilot program to use processed glass aggregate (PGA), to the extent available, as a component of the aggregate base materials on state roads and highways and develop a supply chain of PGA and work with paving contractors to determine the best use of the materials.  The Department states its current practice achieves some of this bill’s requirements, however the requirement of developing a supply chain would result in an increase to state expenditures.  The Department is unable to estimate those costs at this time.
