STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty
AN ACT relative to accountability of the community college system of New Hampshire.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Short Title. This act shall be known as the Community College Transparency and Accountability in Budgeting Act of 2020.
2 New Section; Community College System of New Hampshire; Budget Accountability. Amend RSA 188-F by inserting after section 11 the following new section:
188-F:11-a Budget Accountability; Report.
I. The rate of growth in the budget of the system office of the community college system shall not be greater than the rate of growth of the budget of any institution in the community college system in any fiscal year.
II. There shall be no salary increases for any employee in the system office of the community college system in any year in which there is a layoff at any institution in the community college system for budgetary reasons.
III. No later than June 30 and December 31 of each year, the chancellor and the board of trustees shall jointly issue a budget accountability report to the members of the senate education and workforce development committee, the house education committee, and the house and senate finance committees. The report shall be posted on the community college system's public website and shall contain the following information:
(a) The number of full-time and part-time faculty at each institution in the community college system.
(b) Enrollment numbers, both by credit hour and by student census, for each institution in the community college system.
(c) The amount of the biennial state appropriation for the community college system that has been distributed to each institution in the community college system, in the aggregate, as a percentage of the biennial state appropriation, and as a percentage of the biennial state appropriation relative to enrollment numbers at each institution in the community college system.
(d) The amount of the biennial state appropriation expended by the community college system from each institution in the community college system.
(e) A statement describing how the community college system is meeting any commitments made to the general court during the biennial budget process.
(f) Recommendations to the general court regarding how the community college system could more effectively manage its budget.
3 Effective Date. This act shall take effect 60 days after its passage.
