Floor Amendment to HB 2-FN-A-LOCAL

 

Amend the bill by replacing section 62 with the following:

 

62  Department of Environmental Services; State Aid Grants.  Notwithstanding RSA 486, for the biennium ending June 30, 2023, no state aid grants shall be made for any new infrastructure projects that would have otherwise been eligible for state aid grants under RSA 486, RSA 486-A, or RSA 149-M, except that infrastructure projects that have achieved substantial completion by December 31, 2019, shall be eligible for state aid grants, subject to availability of funding and in accordance with other provisions of current law.  Nothing in this section shall affect the provision of the future water supply land protection grants under RSA 486-A if funding is available for such purposes.

62-a.  Department of Environmental Services; State Aid Grants; Supplemental Appropriation.  In addition to funds otherwise appropriated, there is hereby appropriated to the department of environmental services the sum of $8,096,438 in the fiscal year ending June 30, 2022 and $7,480,501 in the fiscal year ending June 30, 2023, for the purpose of funding state aid grants under RSA 486, RSA 486-A, or RSA 149-M as included in the governor’s recommended operating budget for the FY 2022-FY 2023 biennium.  The funds shall be appropriated within the accounting unit named state aid grants, 03-44-44-442010-1003.  The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

Replace:

 

32.  Prohibits the dispersing of state aid grants for certain new infrastructure projects in the department of environmental services and makes an appropriation to the department of environmental services for state aid grants.
