Floor Amendment to HB 2-FN-A-LOCAL
Amend the bill by replacing sections 354-356 with the following:
354 Adjustments to Education Grants; Appropriation.
I. There is hereby appropriated the sum of $100,000,000 for the biennium June 30, 2023, to the department of education for the purpose of providing additional education aid pursuant to paragraph II. This appropriation shall be a charge against the education trust fund and shall not lapse until June 30, 2023.
II. For fiscal years 2022 and 2023, the total education grant to each municipality calculated pursuant to RSA 198:41 shall be adjusted to an amount no less than such grant in the prior year, however total adjustments for the biennium ending June 30, 2023, shall not exceed $100,000,000, unless increased pursuant to paragraph III. The department of education shall prorate adjustments as necessary.
III. Any unspent surplus balance in the education trust fund as of June 30, 2023, shall be applied to increase the $100,000,000 cap on total education grant adjustments in paragraph II.
