Floor Amendment to HB 2-FN-A-LOCAL
Amend the bill by inserting after section 372 the following new section:
373 State Revenues and Education Grants; Intent of the House of Representatives. It is the intent of the house of representatives that, to the extent that final revenue estimates for the FY 2022-2023 biennium exceed those adopted by the house of representatives, or federal funds become available for supporting public education, additional funds for education grants to municipalities shall be appropriated as follows:
I. $45,700,000, for the fiscal year ending June 30, 2022, to modify the calculation of the cost of an opportunity for an adequate education, consistent with the provisions of SB 135 as approved by the senate on February 18, 2021, to ensure the COVID-19 pandemic does not artificially suppress average daily membership in attendance figures;
II. $30,000,000, for the fiscal year ending June 30, 2022, to provide fiscal capacity disparity aid, consistent with the provisions of RSA 198:40-c, as in effect for the fiscal year ending June 30, 2021;
III. $15,000,000, for the fiscal year ending June 30, 2022, to provide additional aid based on free or reduced-price meals, consistent with the provisions of RSA 198:40-b, as in effect for the fiscal year ending June 30, 2021;
IV. $30,000,000, for the fiscal year ending June 30, 2023, to provide fiscal capacity disparity aid, consistent with the provisions of RSA 198:40-c, as in effect for the fiscal year ending June 30, 2021;
V. $15,000,000, for the fiscal year ending June 30, 2023, to provide additional aid based on free or reduced-price meals, consistent with the provisions of RSA 198:40-b, as in effect for the fiscal year ending June 30, 2021
