Committee of Conference Report on HB 25-A, making appropriations for capital improvements.
Recommendation:
That the House recede from its position of nonconcurrence with the Senate amendment, and concur with the Senate amendment, and
That the Senate and House adopt the following new amendment to the bill as amended by the Senate, and pass the bill as so amended:
Amend section 1 of the bill by replacing paragraph I with the following:

*The funds appropriated to the department of administrative services in subparagraph 14 for the Rochester Circuit Court replacement engineering shall not be spent, obligated, or encumbered until such time as a suitable site for the courthouse has been approved by the capital budget overview committee. The general court intends that funding to complete the Rochester circuit court project will be included in the state capital budget for the biennium ending June 30, 2025.
Amend section 1 of the bill by replacing paragraph VIII with the following:
VIII. Judicial Branch
1. NH e-Court 1,100,000
2. Courts Digitization Project * 50,000
Total state appropriation paragraph VIII $1,150,000
* The general court intends that funding to complete the Supreme Court digitization project will be included in the state capital budget for the biennium ending June 30, 2025.
Amend the bill by replacing section 10 with the following:
10 Department of Administrative Services; Inspection Services; Davis-Bacon Compliance; ARPA Funds Reports.
I. The appropriations for those projects which are managed by the division of public works design and construction, department of administrative services, may be expended to fund temporary personnel for the purpose of providing construction inspection services and Davis-Bacon Act compliance services for projects utilizing federal funds, for those projects included in this act.
II. The department of administrative services shall provide quarterly reports to the capital budget overview committee detailing the project status for all capital projects, including information technology projects, funded by the American Rescue Plan Act of 2021 (ARPA) that have been approved by the fiscal committee of the general court. The first quarterly report shall be for the quarter ending December 31, 2021.
