2 Legislation Enacted. The general court hereby enacts the following legislation:
PART I
Making an appropriation to the department of health and human services
for homeless shelter services.
1 Appropriation; Department of Health and Human Services; Homeless Shelter Services.
I. The sum of $18,000,000 for the biennium ending June 30, 2023, is hereby appropriated to the department of health and human services for the purpose of providing homeless shelter services in the state.
II. The appropriation in this section shall be made from federal funds received by the state of New Hampshire and shall be in addition to any other funds appropriated to the department of health and human services.
2 Effective Date. Part I of this act shall take effect July 1, 2021.
PART II
Making an appropriation to the department of health and human services
for primary prevention services for families.
1 Findings. Primary prevention services for families have been shown to be successful in reducing child maltreatment, improving the health of mothers and children, improving child development and school readiness, and increasing family economic self-sufficiency. Primary prevention services are available for a range of families in need, including those at-risk for substance use disorder and child maltreatment. The need for such services has been exacerbated during the pandemic.
2 Appropriation; Primary Prevention Services for Families. The sum of $500,000 for the fiscal year ending June 30, 2022 and the sum of $500,000 for the fiscal year ending June 30, 2023 are appropriated to the department of health and human services for primary prevention services for families. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
3 Effective Date. Part II of this act shall take effect July 1, 2021.
