Floor Amendment to HB 1159

 

Amend the title of the bill by replacing it with the following:

 

AN ACT recognizing December 10 as Victims of Oppression Memorial Day.

 

Amend the bill by replacing all after the enacting clause with the following:

 

1  Declaration of Purpose.  Despite many efforts to protect the human rights of all citizens worldwide, the 20th century has seen an explosion of human rights violations, pogroms, killings and the persecution of millions of people.  Millions of people were killed in the name of communism, fascism, religious persecutions, as well as by order of military dictatorships and authoritarian governments.  It is important to acknowledge all of this victims and remember them.   

2  New Section; Victims of Oppression Memorial Day.  Amend RSA 4 by inserting after section 13-cc the following new sections:

4:13-dd  Victims of Oppression Memorial Day.  The governor shall annually issue a proclamation declaring December 10 as Victims of Oppression Memorial Day and shall urge cities, towns, school administrative units, school districts, state community colleges, state colleges, and state universities throughout the state to observe the day in an appropriate manner including, but not limited to, education on topics such human rights, the history of oppressive governments and the history of religious pogroms worldwide.

3  Effective Date.  This act shall take effect 60 days after its passage.

This bill requires the governor to annually proclaim December 10 as Victims of Oppression Memorial Day.
