STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT requiring composting and waste recycling to be made available to residents of public housing.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Solid Waste Management; Town Responsibility and Authority; Composting and Waste Recycling For Residents of Public Housing. Amend RSA 149-M:17 by inserting after paragraph VI the following new paragraph:
VII. Each town shall ensure that residents of public housing located in the town have access to a composting and waste recycling facility.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires towns to ensure residents of public housing have access to composting and waste recycling facilities. The New Hampshire Municipal Association states there would be an indeterminable increase in local expenditures for towns, with residents of public housing that currently do not have access to composting and waste recycling facilties. They are also unable to determine which options towns would choose in providing these types of facilities since there are various options when choosing access to compositing and waste recycling facilities.
It is assumed the fiscal impact would not occur until FY 2023.
