I. The attorney general shall request that any federal government agency employing full-time law enforcement officers voluntarily notify the attorney general of the presence of permanent or temporarily facilities and newly assigned officers or agents prior to the agency engaging in any law enforcement investigatory or surveillance activity in New Hampshire.

II. Federal agents and military personnel traveling through the state without engaging in any of these activities as well as federal air marshals on duty entering and leaving airports in the state, and federal marshals or federal Bureau of Prisons personnel transporting federal prisoners through the state to drop-off destinations in other states, shall be exempt from paragraph I.

III. The attorney general shall request each federal government agency authorized to employ law enforcement officers with operational authority within the state of New Hampshire voluntarily verify and update all of the applicable listed key metrics with the attorney general on the 5th day of each month:

(a) Total number of agency facilities in the state.

(b) Total number of permanent staff positions assigned to New Hampshire with indicated number of increases or decreases occurring in the previous month.

(c) Total number of temporary staff assigned to New Hampshire with indicated number of increases or decreases occurring in the last month.

(d) Total number of completed federal surveillance operations on New Hampshire residence year to date, updated monthly.

(e) Total number of completed federal investigations into New Hampshire residents year to date, updated monthly.

(f) Total number of federal warrants served on New Hampshire residents year to date, updated monthly.

(g) Total number of federal no-knock warrants served on New Hampshire residents year to date, updated monthly.

(h) Total number of federal arrests of New Hampshire residents year to date, updated monthly.

(i) Total number of federal foreign refugee relocations in New Hampshire year to date, updated monthly.

IV. The attorney general shall compile this data by agency, and create and

maintain a public Internet webpage with a searchable database containing these key metrics and links to the public homepage of all federal agencies authorized to conduct law enforcement, investigatory, or surveillance activity in New Hampshire.

V. Agencies not present in the state shall be referred to as "no presence" and those not voluntarily submitting information shall be shown as "no information released."

VI. A link to this federal agency presence and activities page shall be placed

on the citizens' services page of the department of justice website and under the federal government section of the government resources in New Hampshire page to provide easy access for the public.

2 Effective Date. This act shall take effect January 1, 2023.
