Amendment to SB 397
Amend the bill by replacing all after section 2 with the following:
3 New Section; Interstate Compact on the Placement of Children; Placement of a Child with a Parent. Amend RSA 170-A by inserting after section 1 the following new section:
170-A:1-a Placement of a Child with a Parent. The provisions of this chapter shall not apply to the placement of a child with a parent, provided that:
I. The parent proves, to the satisfaction of a court, a substantial relationship with the child; and
II. The court makes a written finding that placement with the parent is in the best interests of the child.
4 Effective Date. This act shall take effect upon its passage.

AMENDED ANALYSIS
This bill provides for the adoption of the mental health counseling compact and exempts certain child placements from the interstate compact on the placement of children under RSA 170-A.
