STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Two
AN ACT relative to financial assistance for municipalities affected by disasters.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Homeland Security and Emergency Management; Disaster Relief Assistance for Municipalities. Amend RSA 21-P by inserting after section 37-c the following new section:
21-P:37-d Disaster Relief Assistance for Municipalities. When the President of the United States declares an area a federal disaster area or the governor declares a state of emergency as defined in RSA 21-P:35, VIII, and a municipality has applied for federal emergency assistance from the Federal Emergency Management Administration, the governor, with the approval of the fiscal committee of the general court and the executive council may approve disbursements of financial assistance to affected municipalities. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill provides the Governor, with approval of the Executive Council and the Fiscal Committee of the General Court, the authority to expend general funds not otherwise appropriated for the purpose of providing financial assistance to municipalities affected by certain disasters. Amounts that may be approved and disbursed in FY 2022 and each year thereafter cannot be predicted.
