STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Two

 

AN ACT making an appropriation to the department of health and human services for the purpose of increasing rates paid to homeless shelters.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Appropriation; Homeless Shelters.  In addition to any other amounts appropriated, the sum of $9,000,000 for the fiscal year ending June 30, 2022, and the sum of $9,000,000 for the fiscal year ending June 30, 2023, are hereby appropriated to the department of health and human services for the purpose of increasing rates paid to homeless shelters to $20 per person, per night.  The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

2  Effective Date.  This act shall take effect June 30, 2022.

METHODOLOGY:

This bill appropriates $9 million in FY22 and $9 million in FY23 for the purpose of increasing rates paid to homeless shelters to $20 per night.  The Department of Health and Human Services provided information during the FY22/23 budget process stating that these would be the amounts necessary to raise rates above the budgeted figure of $8.80 per night.  Although the bill contains an appropriation in FY22, it does not contain language making that appropriation nonlapsing, so it is likely that only the FY23 appropriation will be available to the Department for the purposes of the bill.
