Floor Amendment to SB 420-FN-A-LOCAL

 

Amend RSA 198:40-f, I(a) and (b) as inserted by section 1 of the bill by replacing them with the following:

 

(a)  A municipality with an equalized valuation per pupil eligible to receive a free or reduced-priced meal of $1,000,000 or less shall receive $1,250 per pupil eligible to receive a free or reduced-price meal in the municipality's ADMR.

(b)  A municipality with an equalized valuation per pupil eligible to receive a free or reduced-price meal between $1,000,001 and $5,999,999 shall receive a grant equal to $0.00025 for each dollar of difference between its equalized valuation per pupil eligible to receive a free or reduced-price meal and $6,000,000, per pupil eligible to receive a free or reduced-price meal in the municipality's ADMR.

 

Amend the bill by replacing all after section 4 with the following:

 

5  Repeal.  2021, 91:323, relative to a supplemental education payment for fiscal year 2023, is repealed.

6  Effective Date.

I.  Sections 1-4 of this act shall take effect July 1, 2022.

II.  The remainder of this act shall take effect upon its passage.

AMENDED ANALYSIS

This bill establishes an extraordinary need grant for schools in addition to regular adequate education grants and relief grants.  This bill provides for categories of special education services which apply to the calculation of adequate education grant amounts.  This bill also repeals the supplemental education payment to municipalities for fiscal year 2023 whose total education grant was  decreased due to the 2023 statewide education property tax reduction  in 2021, 91:322.
