Floor Amendment to HB 2-FN-A-LOCAL

 

Amend the bill by inserting after section 604 the following new sections and renumbering the effective date to be the last numbered section:

 

605  Findings; Children's Mental Health.  The general court recognizes that the ongoing mental health, substance misuse, and child protection crises have taken a significant toll on New Hampshire's children, families, and taxpayers, and New Hampshire schools are challenged daily to support the behavioral health needs of students while promoting academic achievement for all students.  In response, the New Hampshire department of education's office of social and emotional wellness has supported approximately 37 New Hampshire school districts in implementing an evidence-based prevention framework to support the behavioral health and wellness of all students, called multi-tiered system of support for behavioral health and wellness, or MTSS-B. MTSS-B is a key component of the system of care established under RSA 135-F.

606  Appropriation; Department of Education; Children's Mental Health; MTSS-B Framework.  The sum of $900,000 for the fiscal year ending June 30, 2025, is hereby appropriated to the department of education to perform the statutory duties described under RSA 135-F:5.  The appropriation contained in this section shall lapse in the event suitable federal funding for equal or higher value than the appropriation contained in this section is received.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
