Floor Amendment to HB 2-FN-A-LOCAL

 

Insert the following new sections after section 447 and renumber the effective date as the last numbered section:

 

448  Education Appropriations Reductions; Building Aid.

I.  The education trust fund appropriations to the department of education, in account 06-56-56-560040-3043, class line 652, for education freedom accounts, shall be reduced by $10,000,000 for the fiscal year ending June 30, 2024, and by $10,000,000 for the fiscal year ending June 30, 2025.  The department shall report to the fiscal committees of the general court on such reductions.

II.  Notwithstanding RSA 198:39, the department of education is hereby appropriated $10,000,000 in the fiscal year ending June 30, 2024, and $10,000,000 in the fiscal year ending June 30, 2025, from the education trust fund, for the purpose of distributing school building aid under RSA 198:15-b.  Said appropriations shall not lapse until June 30, 2025.

III.  The $50,000,000 school building aid grant cap established in RSA 198:15-a, IV is hereby suspended for the biennium ending June 30, 2025.

Insert:

 

139.  Reduces the appropriations to the department of education for education freedom accounts, makes appropriations to the department of education for the purposes of distributing school building aid, and suspends the cap on school building aid grants for the biennium ending June 30, 2025.
