This bill allows the department of revenue administration to incorporate the New Hampshire equalization manual by reference into the rules adopted pursuant to the administrative procedure act.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Administrative Procedure Act; Exceptions. Amend RSA 541-A:21, V to read as follows:
V.(a) Requirements on forms as specified in RSA 21-J:13-a shall be exempt from RSA 541-A.
(b) The New Hampshire equalization manual, as approved by the New Hampshire assessing standards board, which was established pursuant to RSA 21-J:14-a, may be incorporated by reference into the rules adopted pursuant to RSA 21-J:13, IX.
2 Effective Date. This act shall take effect 60 days after its passage.
