STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Duties of the Commissioner; Department of Education; Current Rules and Statutes. Amend RSA 21-N:4 by inserting after paragraph XI the following new paragraph:
XII. At the beginning of each session of the biennium, providing a physical copy of, a copy on a portable data storage device of, or a searchable Internet data base to the New Hampshire education laws annotated and education department rules to the house and senate standing committees that oversee education policy, and to make such copy available to all superintendents of New Hampshire schools in any format as practicable. A member of the house of representatives or senate may request the New Hampshire education laws annotated and department rules in any format.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires the Department of Education to provide the House and Senate standing committees responsible for education with a physical copy, portable storage device copy, or searchable database of New Hampshire laws annotated and Department administrative rules. Furthermore, this bill allows for any member of the House or Senate to request the laws and rules in any format. The Department states the usual annual ordering process starts in late summer with a final purchase order sent to the vendor in September for a delivery date around the first of the calendar year. The Department states the costs to produce 2022-2023 law materials were $13.40 per portable storage device and $106.75 for a physical book (laws and rules are currently posted online), with the expectation that costs will increase 2-5% per year. To the extent this bill allows for any of the 424 total House and Senate membership to request the laws/rules in any format, a cost to the Department of approximately $54,000 per year, beginning in FY 2024, may be incurred to meet the requirements of this bill:
