ANALYSIS
This bill requires towns, cities, state departments and state institutions who request maintenance and repair assistance for their roads from the department of transportation to coordinate with the complete streets advisory committee to plan and follow the complete streets program standards of the National Association of City Traffic Officials.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraphs; Advisory Supervision of Highway Agents; Requested Maintenance and Repair Projects. Amend RSA 228:49 by inserting after paragraph IV the following new paragraphs:
V. Any city, town, state department or institution that requests repairs coordinates with the complete streets advisory committee to plan the requested repairs.
VI. Repairs requested by cities, towns, state departments, and state institutions are planned and completed in accordance the department's complete streets program based on standards of the National Association of City Traffic Officials.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires municipalities use of the complete streets program standards when requesting repairs by the N.H. Department of Transportation. The Department states it is very rarely involved in activities requested under RSA 228:49. The Department has not adopted a complete streets program, and has not established unit costs that might be associated with the types of improvements that may be requested or required under the terms of this bill. Also, the complete streets advisory committee currently does not have the resources available to review any requests that come in.
The New Hampshire Municipal Association states adopting complete streets standards could increase both capital and maintenance costs:
Any additional costs on the state or municipalities as a result of this bill are indeterminable, as it would vary by project.
