Floor Amendment to HB 531-FN
Amend the bill by replacing all after the enacting clause with the following:
1 Commissioner of Revenue Administration to Produce Report on Tobacco and Nicotine Taxes. The commissioner of the department of revenue administration shall report by August 1, 2023, and by August 1 each year thereafter, to the chairs of the house and senate ways and means committees detailing the current sources of tobacco and nicotine revenues, to include the use of settlement funds from the tobacco industry. The report shall include the methodology and rates charged in neighboring states, to include Massachusetts, Maine and Vermont, with a comparison to New Hampshire's methods and rates. The commissioner's report shall include recommendations, if any, that the commissioner may have for future legislation regarding tobacco and nicotine revenues or use of revenues.
2 Effective Date. This act shall take effect upon its passage.
