ANALYSIS

 

This bill makes an appropriation to the housing finance authority to design a pilot program to increase home ownership.  The bill also makes a contingent appropriation to the authority for infrastructure costs of towns and cities.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Three

 

AN ACT relative to funding a pilot program of the housing finance authority to facilitate home ownership.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Housing Finance Authority; Low and Moderate Income Housing Loan Program; Pilot Program on Home Ownership.  Amend RSA 204-C by inserting after section 64 the following new section:

204-C:64-a Pilot Program on Home Ownership.

I. The sum of $250,000 for the biennium ending June 30, 2025 is appropriated to the housing finance authority for deposit in the affordable housing fund for use under the low and moderate income housing loan program to analyze, research, and design a pilot program to help facilitate a key component of the American dream for the deserving citizens of New Hampshire.  With the significant shortage in available housing in the Granite State, and especially given the increasing cost of home ownership, the pilot program shall provide for affordable housing which can be constructed for individuals and families to have the opportunity ultimately to own the homes they will be living in.  The board shall seek to be innovative in its approach and consider a wide range of alternatives and solutions, including such approaches as 3D printing of homes, low cost and highly sustainable forms of energy, and other concepts that will provide New Hampshire homeowners with the most advanced and most affordable alternatives available. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

II.  Upon the adoption of a pilot program under paragraph I, the housing finance authority shall be granted an additional contingent appropriation up to the amount of $5,000,000 for the biennium ending June 30, 2025 which may be contributed to towns and cities that participate in the program to be used as funding for infrastructure costs, such as water, sewage and other related costs, that facilitate the development of the pilot housing. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

2  Effective Date.  This act shall take effect July 1, 2023.
