ANALYSIS
This senate resolution reaffirms friendship between New Hampshire and Taiwan, encourages the enhancement of bilateral trade relations, and supports Taiwan's international participation.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Whereas, the United States and the Republic of China (Taiwan) share a most important bilateral relationship marked by a mutually beneficial partnership, supported by our common values of freedom, democracy, rule of law, and a free market economy, and our countries now enjoy the strongest relations ever; and
Whereas, the United States ranks as Taiwan's 2nd-largest trading partner, and Taiwan is the 8th-largest trading partner of the United States (2022), with the United States trade in goods with Taiwan totaling an estimated $135.5 billion in 2022, and Taiwan was the 6th-largest consumer of agricultural goods in 2022 totaling $4.4 billion; and
Whereas, New Hampshire-Taiwan bilateral trade reached $225.14 million in 2022. New Hampshire exported to Taiwan $53 million in integrated circuits, lathes, machinery, light bulbs, and cell phone related products, making Taiwan New Hampshire's 4th-largest export market in Asia. A bilateral trade agreement between the United States and Taiwan would result in even greater New Hampshire exports to Taiwan and create more jobs for the people of New Hampshire; and
Whereas, a mutually beneficial driver’s license reciprocity agreement between New Hampshire and Taiwan will streamline the relevant application process and help facilitate business and tourism, as well as people-to-people exchanges; and
Whereas, Taiwan has expressed the willingness to work with New Hampshire to further enhance educational exchange including Mandarin learning in K-12; now, therefore, be it
Resolved by the Senate:
That the New Hampshire senate supports a bilateral trade agreement between the United States and Taiwan and encourages the New Hampshire government to explore ways to strengthen bilateral trade with Taiwan, and
That the members of the New Hampshire senate support the signing of a driver’s license reciprocity agreement and a memorandum of understanding (MOU) on education cooperation between New Hampshire and Taiwan, as well as Taiwan’s participation in international organizations, agreements, and mechanisms, and
That copies of this resolution be transmitted to the Honorable Joseph R. Biden, President of the United States; the members of the New Hampshire congressional delegation; the Honorable Christopher T. Sununu, Governor, State of New Hampshire; the Honorable Tsai Ing-wen, President, Republic of China (Taiwan); and Director-General Jonathan Sun, Taipei Economic and Cultural Office in Boston.
